The Comprehensive Plan looks out 20 years into the future, which includes uncertain economic and environmental conditions. We need to consider the possibility that at some point the current Development Areas may no longer have sufficient capacity to accommodate future housing and employment needs.
The current Comprehensive Plan includes recommendations for the potential timing of Development Areas expansion, but it does not include evaluation criteria for how to determine where and how future expansion should occur.
Evaluating Where and How:
Draft factors for where and how to expand, should an expansion be found to be needed in the future, including an assessment of needs for and impacts on infrastructure and expectations for any new development in expanded areas. They are based on recommendations in the current Comp Plan, the AC44 Framework for an Equitable and Resilient Community, and input from service providers.
Evaluating When:
Draft factors for evaluating when to expand reflect the current Comp Plan recommendations to regularly update and monitor the land use buildout analysis and add additional factors to consider.
