What’s Happening in Phase Four?

Phase Four entails drafting and finalizing the Comprehensive Plan document.

An initial draft of AC44 was published online for review in August, along with an online feedback tool and a Community Check-In event (held shortly thereafter) to receive input from community members on the draft plan document. It was also reviewed at Work Sessions with both the Planning Commission and the Board of Supervisors.

Feedback received from community members, the Planning Commission, the Board of Supervisors, County staff, and partner agencies informed the additions, edits, and refinements made to the final plan document. The links below provide access to the final version of the AC44 Comprehensive Plan document.

The final AC44 draft will be presented at Public Hearings with the Planning Commission on September 30 and with the Board of Supervisors on October 15, which is the anticipated AC44 adoption date.



AC44 Final Plan Document:

  • Part 1 - Plan Policy: introduces the plan, provides context, and describes how the plan should be used.
  • Part 2 - Growth Management Policy: describes how and where growth occurs and how the policy is applied differently between the County's Development Areas and its Rural Area.
  • Part 3 - Implementation: contains nine topic chapters, each containing Goals, Objectives, and Actions to achieve desired outcomes. Also included is an implementation chapter containing "Big Moves" - major strategic initiatives that span multiple policy areas and topics.
  • Part 4 - Appendix: includes an Engagement Process report with AC44 project history; a Community Story with County history, demographics, and cultural context for planning efforts; Community Design Guidelines; Adopted and Referenced Documents; and Land Use Buildout Analyses conducted in 2022 and 2025.
