What’s Happening in Phase Four?

We are now sharing the complete draft of the AC44 Comprehensive Plan for review. This draft brings together all the developments from earlier project phases. Your feedback — along with input from the Planning Commission, Board of Supervisors, and County staff — will help shape the final plan, which we expect to present for adoption this fall.


How the Plan is Organized

Part 1: Plan Overview


Part 2: Growth Management Policy


Part 3: Plan Implementation


Part 4: Appendix

Introduces the Comprehensive Plan, summarizes its content, explains the Guiding Principles (foundational values and priorities for decision-making), and describes how the plan should be used.
Explains how the County’s Growth Management Policy (how and where growth happens) is applied differently in Development Areas (land designated for development, including new housing and businesses) and the Rural Area (land designated for rural uses, including farming, forestry, natural resources, and open space). This section sets the stage for the recommendations outlined in Part 3.

Includes nine topic-based chapters.
Each chapter contains:

  • A narrative (background information)
  • Goal statements (broad, long-term outcomes the County aims to achieve)
  • Objectives (specific aims that support each goal)
  • Actions (steps to carry out the objectives)

This section also explains how the plan will be put into action and introduces our "Big Moves" — major strategic initiatives that address multiple policy areas at once.


Provides background and supporting materials, including:

  • History of the AC44 project and highlights from community engagement
  • A Community Story (historic and cultural context for county planning)
  • Community Design Guidelines (principles for the look and feel of buildings, streets, and public spaces)
  • References to other adopted plans

It will also include a Buildout Analysis (an estimate of how much development could be built within our current Development Area boundaries), which is in progress and will be completed before the plan is adopted.
